Clint Farm Bureau Asked To Join Ysleta In Campaign The Ysleta Farm Bureau today widened its drive to obtain a test of cotton base roads in El Paso County. The Clint Farm Bureau was asked to join Ysleta in the request that Commissioners Court build some of its lateral roads under the 1939 pav ing program with cotton base ma terial. Other farm bureau locals will be asked to adopt resolutions favoring the cotton road tests said Sam Shan non, J. S. Sample and J. N. Hobbs, members of the committee named by the Ysleta local to push the cot ton road program. To Representatives The committee drafted Ietters, to the Commissioners Court and to State Representatives Hankomer, Bridgers and Isaacks, urging sup port of the cotton road program. The committee asked that Com missioners attempt to get a portion of the proposed Joop road from Carlsbad Highway to U. S. 80 waved with the cotton base material, and that some of the cotton roads be specified for each of the four pre cincts under the 1939 paving pro gram. Asks Earmark The legislators were asked to sup port a program to carry on tests throughout Texas and “earmark” a portion of the Texas Highway De partment’s funds f or the purpose. The committee asked a hearing before Commissioners Court to pre sent results of the road tests in other states and by the Federal Government. No ‘Quack’ Idea The proposal for cotton base roads is no new or quack idea. Tests have been conducted since 1926 and have shown that roads using cotton mats for an asphalt binder in the base are superior to roads using only asphalt and crush ed rock. Roads built in Mississippi, South Carolina, New Jersey and other states have shown better wearing qualities and reduced maintenance costs.
