The Alabama highway department has chosen an Alabama-WPA three way paving project for the state's first test of the use of cotton as binder material for paving. Choice of work program labor for the job was considered by Administrator Ray Crow as a tribute to efficiency of the workers. The road is a 12.3 miles stretch from the Tuscaloosa county line to Reform, in Pickens county. The cloth used consists of three layers of material, each strip being 82 inches wide, and was made available with out cost to the state through the U. S. bureau of public roads. In laying the cloth a coat of tar is first — to the base. The cloth is then stretched tightly over the tar and a second coat of tar is ap plied. Crushed granite is then spread on the road with a heavy roller, and after the tar has hardened on the granite a final prime coat of asphalt is applied.
